St. Andrew’s Vestry Meeting

September 12, 2007 7 PM

III.             Priest-in-Residence Report

A.     Reported that Russ Harris has resigned from his position as Senior Warden and his position on the Vestry due to new employment commitments

1.      The Vestry thanks Russ for all his hard work and wishes him well in his new job

2.      Dick Dabrowski was unanimously elected as interim warden

3.      Fr. Alan will approach some people about filling Russ’ term on the Vestry which is up this January

B.     Reported that Rally Day last Sunday was a success

1.      Bill and Judy Veno joined Outreach

2.      Marge Costa joined Altar Guild

3.      Erica Scattergood joined Parish Life

4.      John Hayes joined Facilities

5.      Three new families (two with children) joined the parish

6.      Still need more acolytes

IV.              Treasurer’s Report

A.     Financial Report distributed in Sue’s absence

1.      August is the first month of this year the church has been in the red

a.      This is most likely due to people being on vacation and not handing in their pledges.

b.      Sue has been sending out reminder notes to people who are behind in their pledging

V.                 Commission Reports

A.     Membership (Dick Dabrowski)

1.      Signs

a.      Large church sign is due at the beginning of September (some expediting may be needed)

b.      Deposit has been made to vendor

2.      Scribes (Dick Dabrowski, Judy Adams and Lili Ott)

a.      Their job is to take names and addresses of new people at church and to jot down reminder info for Fr. Alan

b.      One of them will be stationed at the back of the church at the end of each service

 

3.      Shepherds

a.      Their job is to contact new comers in their perspective towns

b.      No Vestry members have been asked to join because of their already “full plates”

4.      Brochures being worked on including one for kids (in cooperation with Nancy Barringer)

5.      Large print prayer books being worked on

6.      Propose that a parish census be taken covering all birthdays, anniversaries, memorials, professions etc.

B.     Pastoral Care (John Ferrillo)

1.      Reported that Phil Welton has agreed to serve as a Lay Eucharistic Minister

C.     Stewardship

1.      Fr. Alan reminded the Vestry that results from Stewardship will determine being able to begin search for a full time priest

D.    Tri-Parish

1.      Fr. Alan reported that the three parishes met last week and discussed ways to work together and share costs and events

2.      Jeanne Cassin shared her experience at Common Cathedral on September 2

a.      Fr. Alan suggested that something be written up for the X-Press

3.      John Ferrillo commented that he thought the idea of a tri-parish vacation bible school that had been brought up at our last meeting (he was absent) sounded like a great idea to pursue

E.     Worship (Fr. Alan)

1.  Choir chairs due to arrive this Monday 

 a.  Will be set up next Wednesday and dedicated on All Saints    Day Sunday with a Hayden Mass at the 10 o’clock service

VI.  Special Committee Reports

A.     Rectory

1.      Linda Kaferle reported that the Rectory Committee would like to propose that the church keep the rectory for its own use rather than rent part of it as an apartment

a.      A multi-use building (housing an apartment and a Sunday nursery school) would have very stringent codes to conform to and it would be very expensive to meet those codes (starting at $40,000 and topping off at $200,000)

i.                    The building inspector required a stamped architect’s plan and code analysis from the architect

ii.                  The architect explained that all the walls between the two uses would need to be fire rated (dry wall torn off and metal installed depending on the code requirements) which would be very costly

2.      After much discussion, a motion was unanimously passed to adopt the recommendation of the rectory study committee that we keep the rectory for the church’s own use subject to periodic review

a.      If the Vestry finds that the need for the rental income outweighs the usefulness of the rectory for the church itself, the house can be rented in its entirety

b.      The church will move the nursery and Sunday School classes into the rectory and possibly at some later time the church offices

i.                    The proposal to put a new outer door in the side of the rectory facing the church to give easier access to parents to reach their children during Sunday School/Nursery will be postponed for approximately six months until the committee fully investigates its impact on the rest of the building (building permit issues)

3.      Further discussion took place about the possibility of renting Parish Hall space

a.      Dick reminded the Vestry that AA is our longest running outreach (they use the Parish Hall for their meetings) and that we need to keep them in mind if we pursue renting Parish Hall space.

B.     Ramp Committee Report (Jim Western)

1.      Report distributed

a.      Ramp (without canopy, door or cold patch) to cost $13,808

b.      Door opening is the proper size but door needs to open from opposite direction

i.                    Ramp Committee recommends getting new door with a window installed (for easier viewing from inside the Parish Hall)

ii.                  ACTION ITEM:  Ramp Committee to price the door

c.       Canopy can either be removed or shored up during construction – it is not needed for the use of the ramp but a new canopy may be added after the ramp has been completed if conditions require it

d.       “Cold Patch” is not a significant item and may not be required

e.      Suggests that the form of contract be a purchase order

i.                    ACTION ITEM:  Jim to write up purchase order and attach drawing prior to wardens’ signing

ii.                  ACTION ITEM:  Jim to call contractor to tell him the P.O. is in the works   

VII.  Unfinished Business

             A.  Parish Hall Cross

1.      Lindsey Mullan is waiting for bracket to be reworked before he can re-install the cross (hopefully in the next two weeks)

VIII.  New Business

                   A. Rectory Insulation

                     1.  Linda reported that National Grid performed a free energy   

                          audit on the rectory

a.      Insulation proposal by auditor distributed in the amount of $4,257.35 for attic and wall insulation using cellulose

i.                    Requires a signed knob and tube letter from a licensed electrician saying there is no active wiring in the walls before insulation can be installed

ii.                  ACTION ITEM:  Rectory Committee to enlist the services of an electrician

                                                                                                                                            i.      Discussion tabled till next meeting when treasurer will be present
